Kazakhstan has been actively developing its e-government infrastructure to improve the efficiency of public services and facilitate easier access for citizens. It includes a wide range of services that can be accessed online, reducing the need for physical visits to government offices and streamlining administrative processes.

Here we collected lines to essential Kazakhstan's e-government services, regularly used my businesses and individuals.

The National Certification Authority (NCA) - the portal nca.gov.kz, has the a key role in Kazakhstan's digital infrastructure. It is responsible for issuing and managing digital certificates to individuals, businesses, and government entities in Kazakhstan. 

NCA digital certificates enable the creation of Electronic Digital Signatures (EDS). These EDS's are crucial for securing online transactions and communications on all other digital government resources, and are secure, verifiable, and legally recognized.


E-Gov Portal: Kazakhstan's primary e-government portal (egov.kz) serves as a one-stop-shop for various government services. This platform allows citizens and residents to apply for documents, register businesses, pay taxes, and access a variety of other services.


eOtinish.kz serves as an online portal where citizens can digitally submit and track their petitions, applications, and complaints to various government agencies. This platform aims to streamline the interaction between the public and the government, ensuring transparency, efficiency, and accountability.


Portal esf.gov.kz (Information System For Electronic Tax Invoicing) is a key component of Kazakhstan's broader e-government initiative, focusing on the digitalization of fiscal documents to streamline tax reporting and compliance.

Electronic Tax Invoices (ETI)

Electronic Tax Invoice (ETI) (Электронный Счет Фактура (ЭСФ) is a digital versions of paper-based fiscal documents. Issuance and management of ETI are crucial for VAT reporting and compliance.

Electronic Act of Acceptance (EAA)

Electronic Act of Acceptance (EAA) (Электронный Акт Выполненных Работ (ЭАВР) is a digital document that formally records the completion of a service or the delivery of goods. EAAs confirm what services were provided and accepted by/on a specified date.

Electronic waybills (e-waybill)

Electronic Waybill (e-waybill) (Сопроводительная Накладная на Товар (СНТ) is a digital version of a traditional waybill, which is a document issued by a carrier that details the type, quantity, and destination of goods being shipped.

E-waybills advantages:

  1. Efficiency in Logistics: E-waybills simplify the process of shipping and tracking goods. They provide all parties in the supply chain with real-time access to data, which enhances the coordination of shipments.
  2. Reduced Paperwork: Digital waybills eliminate the need for multiple paper copies, making the process more environmentally friendly and less prone to document loss or damage.
  3. Compliance and Transparency: Electronic waybills ensure better compliance with shipping regulations and improve transparency in the transport of goods, as they can be integrated with customs and tax systems.

Electronic Warehouse System

Electronic warehouse system (Виртуальный Склад) allows for real-time tracking of goods entering and leaving the warehouse. This includes updates on quantities, locations, and the status of items within the warehouse, facilitating better inventory control and planning.

Integration with Electronic Fiscal Invoices: The system is integrated with the platform’s electronic fiscal invoice services, enabling seamless updates and accurate recording of transactions that affect inventory levels. This helps in maintaining accurate fiscal records and supports compliance with tax regulations.

Documentation and Reporting: It generates necessary documentation such as receipts, dispatch notes, and stock reports automatically. This feature is essential for audits, compliance checks, and internal management reports.

Traceability: The system offers enhanced traceability of products throughout the supply chain. From the point of receipt to the point of sale or dispatch, every movement is recorded, making it easier to track items back to their sources or through the distribution chain.

Electronic Agreements

Electronic agreements on Kazakhstan's esf.gov.kz portal are legally binding contracts created, signed, and managed digitally.

The Taxpayer's Portal ("Taxpayers Webroom") - online platform provided by the State Revenue Committee of Kazakhstan and serves as a digital service center for taxpayers in Kazakhstan.

National Employment Portal "enbek.kz" is part of Kazakhstan's e-government infrastructure for employment and labor-related services, designed to facilitate the various needs surrounding employment, both for job seekers and employers.

Employers are required to maintain records of employment agreements digitally or may enter into contracts digitally on this portal. 


elicense.kz is a comprehensive online platform designed to facilitate the issuance and management of various licenses and permits in Kazakhstan.

elicense.kz streamlines and digitizes the licensing process, making it more efficient, transparent, and accessible for businesses and individuals, reducing bureaucracy and improve the overall ease of doing business in the Kazakhstan.


Statistical Reporting Portal

BUREAU OF NATIONAL STATISTICS OF  KAZAKHSTAN

In Kazakhstan, companies and individual entrepreneurs are required to submit their statistical reports through the government resource stat.gov.kz, using the "Cabinet of Respondents" feature at https://cabinet.stat.gov.kz. This online system has been implemented to streamline the process of statistical data collection and ensure timely and accurate reporting.

Submitting primary statistical data electronically is mandatory and must adhere to the deadlines specified in the statistical forms.

Statistical reporting contributes to the accuracy and reliability of Kazakhstan’s statistical data.


National Bank of Kazakhstan Reporting Portal

The National (Central) Bank of Kazakhstan (NBK) plays a crucial role in the regulation and control of currency operations within Kazakhstan. This is a key part of its broader mandate to ensure financial stability, manage monetary policy, and foster a stable economic environment.

The NBK monitors and supervises foreign exchange operations conducted by banks, financial institutions, and other entities. This includes oversight of transactions involving foreign currencies to ensure compliance with national regulations and prevent illegal activities such as money laundering.


The Visa Migration Portal is an online platform designed to streamline and facilitate the visa and migration processes for individuals seeking to enter, stay in, or exit Kazakhstan.

 

Foreigners arriving in Kazakhstan are required to register with the local migration authorities. The Visa Migration Portal provides an online platform where they can complete this registration process without needing to visit physical offices.

Through this portal, foreigners can submit all necessary personal information, including passport details, visa type, purpose of stay, address in Kazakhstan, and duration of stay. This information is crucial for maintaining accurate records and ensuring compliance with immigration laws.
